In an effort to modernize and digitize the national payment systems in the conflict-ridden Horn of Africa country, the Central Bank of Somalia launched the Somali National Quick Response (QR) Code Standard on Tuesday in Mogadishu. The chairman of the Parliament's Finance Committee, Ahmed Shirwac, the chairman of the Somali Bankers Association, Mahamud Gabeire, the deputy minister of finance Abdiqafar Hange, CEOs of private banks, and other participants attended the launching event. Abdiqafar Hange, the deputy minister of finance, emphasized the SOMQR code's significant benefits throughout the event. He pointed it's role in facilitating effective revenue collection while highlighting its benefits for safety and economizing . He also mentioned the government's initiatives to establish a national ID, which will ensure that the nation's equipment and policies are ready for implementation. Minister Abdiqafar Hange weighed  the need for a cooperative strategy between the public and private sectors and the significance of private sector accountability to the government when implementing crucial policies. He continued by saying that the procedure would help build trust with international partners and promote accountability, integrity, transparency, and the fight against corruption. The merits of SOMQR were also pointed out by Mahamud Gabeire, the chair of the Somali Chamber of Commerce, who emphasized how well it would affect efforts to combat corruption and collect taxes. He perceived the adoption of SOMQR as a crucial step toward economic development and digitalization. Representatives of the Somali government and notable politicians have condemned the bloody altercation that erupted on Tuesday in Garowe, the state's capital, between militias allied with the opposition and the security forces of Puntland. The altercation, which began during a local parliamentary discussion about voting system changes, resulted in at least 26 fatalities and 30 injuries. Prime Minister Hamsa Abdi Barre sent condolence messages to the families of the victims and called for an immediate halt to hostilities. He urged the warring factions to iron out their differences amicably  through dialogue and understanding First Deputy Speaker Sadia Yasin Samatar and Lower House Speaker Sheikh Adan Mohamed Nur Madobe both demanded an immediate end to the unrest in Garowe....

Federal Republic of Somalia has reported that 43 al-shabaab militants, including two senior commanders during a weekend airstrike near the Jamame District in the Lower Juba region.  According to the Somali National News Agency (SONNA), "the airstrike successfully eliminated key al-Shabab leaders Aden Abdirahman Aden and Idris Abdirahim Nur, who was of Kenyan nationality, as well as a total of 43 al-Shabab fighters." The attack, allegedly carried out by "Somalia's international partners," occurred on Friday as militants and their commanders huddled at the Barsanguni military base, which is home to the Somali National Army and local forces, to plan attacks against government soldiers. Although the statement did not identify the foreign partner who carried out the airstrike, U.S. Africa Command drones frequently target militant targets in Somalia.  "The successful thwarting of this planned attack demonstrates the efficacy of the ongoing efforts to combat al-Shabaab and protect the people of Somalia." the statement added. President Muse Bihi Abdi of the self-declared Republic of Somaliland steered over a military graduation ceremony on Sunday in Hargeisa, the administrative center of Somaliland, amid rising tensions between it and Puntland, a Federal Member State of Somalia. President Abdi critiqued Puntland's leadershipP during his speech for attempting to create a separate country based on tribal identity that was distinct from both Somalia and Somaliland. He also claimed that Saeed Abdullahi Dani, the president of Puntland, was attempting to resolve the states' internal wrangles by waging war against Lasanood, which Abdi regarded as a futile approach. Nuh Ismail Taani, the military commander of Somaliland, concurrently warned Puntland that Somaliland was ready to retaliate vehemently to any provocations in the Sool region. President Abdi emphasized the importance of dialogue in resolving the ongoing conflict despite the rising tensions and emphasized the preference for peace over violence. He said, "We urge wisdom and the pursuit of dialogue as the only means to resolve our differences to our people in the Sool region." The Security Council expressed serious concerns earlier this month regarding the ongoing violence in Las Anod, which is located in the Sool region of northern Somalia. More than 150,000 people have been displaced by the conflict, and there have been many civilian casualties. In addition to calling for an immediate ceasefire, open communication, and peaceful dispute resolution, the Council also pleaded for more assistance for the UN Assistance Mission in Somalia.
